Comment by the Ministry of Foreign Affairs of the Republic of South Ossetia

May, 5 saw a meeting of German and Georgian Foreign Ministers, when Frank-Walter Steinmaier spoke once again in support of “territorial integrity of Georgia” and declared non-recognition of the Treaty on Alliance and Integration signed between South Ossetia and the Russian Federation. The fact that Germany is supporting Georgia isn't new. The preconceived opinion on the treaty that isn't directed against third countries and according to the contents is aimed to solve a range of social and economic problems as well as security issues causes bewilderment. Though more than one and a half months have passed since the contract was signed, the attention western countries pay it doesn't slake.

Meanwhile, it would be more logical to pay attention to the events in Georgia, the state that in relation to South Ossetia and Abkhazia always acts as an aggressor. In particular, American military equipment was unshipped in the Batumi Sea Port on the meeting day. Joint Georgian-American maneuvers “High Level Partnership” aimed at pulling Georgian armed forces up to NATO standards for the reason of bringing them into a higher state of readiness to participate in future tactical exercises and operations conducted by the alliance are scheduled for May, 11-15.

Modern history shows that every time American or NATO structures are training Georgian army, a threat to peace on South Caucasus is posed. Not long time has passed since the recent treacherous attack of South Ossetia organized by Georgia in August, 2008, just on completion of the American-Georgian maneuvers. As a result, logical question, what the real (not declared) goal of the doctrine “High Level Partnership” is, arises. There are simply no bases for creating bright illusions. The fact of the arrival of the american military equipment to Georgia as well as the planned joint maneuvers is hard to estimate differently than an intension to destabilize the situation in the region.
