- Four citizens of the Republic of South Ossetia returned to their homes after 11-year imprisonment in Georgia. What work has been done these 11 years and what attempts has been made to release our citizens?


- Indeed, difficult 11 years have our citizens spent in Georgian prisons. All these years we in South Ossetia were claiming that those detentions and imprisonments had been unlawful and insisted on release. This issue was regularly raised by South Ossetia representatives within the Joint Control Committee (JCC) and at other levels. However due to the unconstructive position of Georgian party and non-availability to solute even those problems that are humanitarian, non-political, there were no serious progress on this front. Therefore I would like to express gratitude for the efforts made by our public representatives in general and by Lira Kozeva in particular. They were engaged in this case and sometimes have gained even better results than those achieved by officials of the Republic due to the non-governmental character of activity. In particular, they helped in organizing meetings between relatives of the detainees and officials and in transmitting applications to Georgian governmental agencies.

- Honorable Minister, the 7th Anniversary of the notorious August affairs in South Ossetia, when you were attacked by Georgian army, has been commemorated this year. How do you see these affairs from current perspective?


- August 2015 saw the 7th Anniversary of one of the most bloody and tragic dates in modern history of South Ossetia when in the early hours of August 8, 2008 hundreds of guiltless people were killed as a result of a treacherous attack by Georgia upon South Ossetia. These casualties are an irreparable loss for the small-numbered Ossetian nation. Memory of the atrocities and crimes committed by Georgian troops at Ossetian land will remain an open sore in heart of each Ossetian. The feat of the defendants of Tskhinval, Ossetian and Russian peace-keepers, soldiers and officers of the Russian army, who defended people of South Ossetia of killing, will always be an object of pride and worship.

- Kazbulat Inalovich, what can you say about the diplomatic achievements made this year?


- Looking back on the year, one can say that the Ministry of Foreign Affairs has reached the full range of the objectives that were set. The primary goal for the Ministry is to pursue the foreign policy course determined by the President of the Republic.

- How was the year 2015 for the Ministry of Foreign Affairs? What in your opinion is the best remembered activity conducted by the Ministry the expiring year?


- We consider last year being rather successful for the Ministry, as in general we gained full range of the objectives that had been set by the President of the Republic. Work of the MFA is a specific activity and therefore, one can not measure its results and effectiveness in any units. Work of our department is an everyday painstaking work conducted by many people, aimed at strengthening mutually beneficial cooperation with partners of the Republic, defending South Ossetia national interests at international stage and improving the image of our state.

- Mr. Tskhovrebov, what are the primary goals set for the Foreign Department?


- According to the Constitution of the Republic of South Ossetia, the foreign policy of the state is defined by the President. Our priority is development of foreign policy general strategy for the next months and submission of relevant proposals to the President. The Head of state visited the Ministry of Foreign Affairs on July, 10. He emphasized the importance of diplomatic service, noted the role of foreign policy department in strengthening South Ossetia statehood and set the main objectives for the ministry. It is execution of these tasks defined by the President the function of the ministry. Together with the department officers we will do our best to justify the President expectations.

Today, on March, 18, The Treaty on Alliance and Integration between South Ossetia and Russia is being singed in Moscow. David Sanakoev, the head of foreign policy department of RSO, informed REGNUM news agency what positive changes can happen in the Republic and why did the treaty with Russia become the reason for non-confidence vote delivering.


— Definitely it’s symbolic that the signing is scheduled for March, 18. A year ago the Crimea joined Russia. Today, despite the difficulties that arose during discussion, a finalized and modified (including by Russian departments) writing of the contract is going to be signed by Leonid Tibilov, the President of South Ossetia, and Vladimir Putin, the President of Russia. I am sure this signing will mark the next stage in development of interstate relations between our countries.

- Mr. Sanakoev, taking into consideration the current situation in Ukraine and imposed sanctions, the situation in Russia and its allies can possibly be characterized as extremely intense. Russia is the main strategic partner of South Ossetia. How are security issues and the issues of the borders reinforcement solved, taking into account that by this time the contract on non-use of force with Georgia hasn’t been signed?


- Definitely, the world now is facing a difficult period when a new regime of international relations is being generated. This is going to be a long-lasting process with hardly predictable future. New problems, challenges concerning human security and the humanity development arise annually. Thus Russia should constantly look for contemporary means to ensure stability worldwide.

In compliance with the external policy of our state, determined by the Guidelines of the Ministry of Foreign Affairs, our Constitution and the annual Message of the President, a business trip to Italy took place. The purpose of the trip was to extend our political, economic and cultural ties. We carried out a number of meetings with representatives of political parties of Italy and representatives of Italian business. We have been working on economic cooperation to attract investments to our economy. Our Italian colleagues and friends supported us in that.

- Tell us about achievements of the MFA in 2013?


- In 2013 Ministry of Foreign Affairs carried out its activities according to Constitution of Republic of South Ossetia, legislation, norms and standards of the Republic. The main direction of the Ministry’s activities is development and realization of a common foreign policy of Republic of South Ossetia, determined by President of RSO. These tasks are entrusted to MFA by Provisions “On Ministry of Foreign Affairs of Republic of South Ossetia”, Decree of President of Republic of South Ossetia “On coordinating role of the Ministry of Foreign Affairs of Republic of South Ossetia in realization of a common foreign policy of Republic of South Ossetia” from 27 April 2005. In 2013 it has been 5 years from the date of recognition of the sovereignty of South Ossetia by Russia. In that sense 2013 is a special year for South Ossetia. President Leonid Tibilov in his address to the nation and parliament on 30 April 2013 confirmed that the main strategic partner of South Ossetia is Russia. Therefore, further development and extension of friendly ties with Russian Federation is a priority for us.
