Republic of South Ossetia is located оn the southern slopes of the Main Caucasus Range in the area of 3900 square meters. Тhe capital is the city of Tskhinval.
One-tenth of the surface occupied by the Republic of the foothills.
The rest of the territory - the mountainous terrain height from 850 to 3938 meters above sea level.
The highest point - Mount Halatsa (3938 m).

Amendments to the Federal Law of RF on Citizenship were made in June 2014. According to the amendments that come into effect in August 2014, those citizen of Russia that have double citizenship are obliged to inform Federal Migration Services. Information concealment is under administrative and criminal responsibility.

During the last few days at different international venues many high-ranking officials often make statements that living conditions in South Ossetia are steadily deteriorating and human rights being violated everywhere. At the same time western curators of Georgia repeat relentlessly that Georgia is a display stand of successful changes and flagship of high-pitched democracy.

On state border line denotation
Georgian diplomacy is making titanic efforts to find direct or indirect support for their claims on territories of South Ossetia and Abkhazia. Western sponsors of Georgia express solidarity with Tbilisi one in a while to support their protégé. Georgia is especially concerned with works carried out by South Ossetia on denotation of the state border line. However, Georgia was able to rush its interpretation of the situation at some of the European venues to expressed ‘concerns’ about ‘installation of barbed-wire’, ‘restriction of freedom of movement’ that was presented in Tbilisi as success Georgian diplomacy.

Meanwhile the reality is that there are no diplomatic relations between South Ossetia and Georgia, therefore, there are no agreements that regulate border crossing. South Ossetia is a sovereign state, the border regime, its denotation and arrangement is regulated by legislation of Republic of South Ossetia.
In the frame of the Agreement between Republic of South Ossetia and Russian Federation on joint efforts for protection of the state border, protection of state border is jointly done by South Ossetian and Russian border guards.

All the attempts of Georgia to dictate South Ossetia its position are hopeless. It would have been much better for future of Georgia to follow the example of Russia and negotiate with Republic of South Ossetia delimitation and demarcation of the border line instead of looking for support in Strasburg and Vienna.
It should be noted that attempts to interfere into internal affairs of South Ossetia, a sovereign state, are hopeless. At the same time we confirm our committal to norm and fundamental principals of the International Law and count on their observance by all parties of the International Community.

Information about escalation of violence in Ukraine is raising a lot of concerns about the fate of this country. The de-facto authorities, whose legitimacy is based on maidan, are fighting against people of south – east regions of Ukraine. National army, consisting of members of radical nationalistic organizations, is shooting down peaceful population regardless their age and gender. Assault detachments of the regime are carrying out large-scale deterrent actions around the country.

Today morning Kiev regime sent against peaceful population of Ukrainian city of Slavyansk troops with armed vehicles, aviation, artillery and detachments of extremists of the Right sector. Use of armed forces against their own people means complete lack of understanding of the aspirations of the people of South-East of the country as well as lack of sense of reality with the people that declared themselves as Government of Ukraine.

On the situation in Ukraine
Situation in Ukraine, where in the result of a coup Kiev and many cities of Western Ukraine were taken over by armed radical extremists, is closely followed in South Ossetia. Activities of the extremists are getting more large scale and aggressive.

On 12 February State Minister of Georgia for Reconciliation and Civil Equality of Georgia Paata Zakareishvili, during his speech at the Washington Carnegie Centre underlined that ‘ties of South Ossetia and Abkhazia with Russia are not natural and historic’ and ‘the only resource of Russia in the region is barbed wire’.

Decision of the Government of Russian Federation on exclusion of South Ossetia from the list of hazardous countries for diplomats confirms again that situation in South Ossetia is stable and secure both for citizens of the Republic and for foreigners.


A big contribution to security and stability in the region is made by Russian military contingent that is fulfilling its mission on the bases of bilateral agreements.

Georgia and its western sponsors do not leave their hopes to implement a project ‘involvement without recognition’ in South Ossetia and Abkhazia aimed to dissolve their independence. In his speech at a conference in Batumi on relations between Georgia and European Union, Representative from the European External Action Service, Mr. Gunnar Weigand suggested extension of the agreement, that is being signed, on association and free trade between Brussels and Tbilisi, on South Ossetia and Abkhazia.
