The monument was raised in commemoration of the 12 children who died because of the lack of oxygen in the intensive care unit of the maternity hospital of Banja Luka in 1992 and reminds of the newborns who were cut off lives.
Because of the blockade of roads to Serbia it wasn’t possible to deliver oxygen to Banja Luka by land. The only alternative was shipping by air, but the UN Security Council banned flights over the territory of Bosnia and Herzegovina, without allowing delivering oxygen from Belgrade by plane.
On the same day the official delegation of the Republic of South Ossetia left for the East Sarajevo.
