The highest point - Mount Halatsa (3938 m).

Terroristic attacks becoming usual around the world show that no one is protected against international terrorism. Terrorism has no borders and threatens the whole world. There is no secret that special agencies themselves can be involved in organizing terrorist acts. 22 terroristic acts were organized by Georgian special agencies on territory of the Republic of South Ossetia from 2005 till 2008. They resulted in 16 victims and 34 injured who received wounds of varying severity and even became invalids. For Georgia of those years it was precisely terrorism that was the only alternative to negotiations and conflict settlement. The international community didn’t condemn those acts of violence. This is the double standard policy in application. It’s not fair to support terrorists in one region and to neutralize them in other. One cannot separate terrorists into bad ones and good ones. In certain cases we can speak of direct financing of terroristic groups by some western countries. One can say that currently the situation went out of control of the Western world. Political leaders have to throw away short-run conformist expectations, evaluate the situation realistically and set new priorities that would give the opportunity to lead jointly a successful struggle against terrorism.
