Decree issued by Leonid Tibilov, the President of the Republic of South Ossetia, on holding a referendum on resumption of the historic name of our state is a politically timely and historically justified decision.

In addition to the existing name of the State, the Republic of South Ossetia, under which our people struggled for their existence and right to independence and gained international recognition, the second equivalent name, the State of Alania, is going to be accepted. Each of these names could be used separately, and that will be correct, legal and reasonable. There are many examples when states have names on equal footing. Thus underlines the Republic of South Ossetia is reviving and becoming the successor of powerful medieval State of Alania, and that the Ossetians are the Alanians.

Adoption of name «the State of Alania» emphasizes even more the historical, cultural and territorial unity of southern and northern parts of Ossetia. In other words, there is the independent State of Alania next to the Republic of North Ossetia-Alania, which is a territorial entity of the Russian Federation. And both parts of Alania, having common past and common objectives in future, long ago have clearly outlined their political orientation.

Руководствуясь стремлением народа Республики Южная Осетия к восстановлению древнего названия своего государства как неотъемлемой части культурно-исторического наследия и своей идентичности,

Основываясь на исторической и духовной преемственности между поколениями и отдавая дань благодарной памяти тем, кто героически защищал и сохранил земли предков для ныне живущих,

Обращаясь к историческим истокам возрожденной традиции аланской государственности, признавая ее преемственность и стремясь укрепить основы ее надежной будущности,

В соответствии с пунктом 16 статьи 50 Конституции Республики Южная Осетия постановляю:

1. Назначить референдум Республики Южная Осетия по вопросу: «Согласны ли Вы с внесением изменения в часть 1 статьи 1 Конституции Республики Южная Осетия, изложив ее в следующей редакции:

«1. Республика Южная Осетия – Государство Алания – суверенное демократическое правовое государство, созданное в результате самоопределения народа Республики Южная Осетия.

Названия Республика Южная Осетия и Государство Алания равнозначны».

2. Датой проведения референдума определить 9 апреля 2017 года.

3. Настоящий Указ вступает в силу со дня подписания.
